Validate length of URL sent to Gitlab::UrlBlocker (max 2084 characters)

Follow-up(non-blocking):

As a follow up we should probably give UrlBlocker a built in limit because some fields are not adding a length validation so anything could be stored in the database(without a database constraint). urls limits should typically be around 2083 at the highest:
