Jira automation create branch on GitLab

Jira has an automation feature that allows to configure actions based on events. For example, when a new issue is created, create a branch on GitLab.

This feature is not part of the GitLab for Jira app and only works for GitLab.com. It is currently not possible to use it with a self-managed instance.

But it is possible to implement custom automation actions in apps, so we could make this part of the GitLab.com for Jira Cloud app.

In any case, we should document this feature and explain that it can't be used for self-managed right now.
