Allow Ultimate Guest User to access issues/wiki but not view or download code

Background
Today, Guest Users on GitLab.com don't have the ability to access issues/wiki on internal projects but not view or download code.
This poses a challenge for customers who would like to grant specific people access to only a project's issues, or issues and wiki.
If guest users had the above ability, they would be able to file bugs while not having access to the code. Think a QA organization or interns that need to file and update issues, and developers who need to see those issues as well as access the code repo.
Proposal
Add a custom role that is limited to guest users under an Ultimate license. This would provide Guest users access to issues/wiki on internal projects, but prohibit them from viewing or downloading code.
