Fix alignment of Global Search items on the results page
Problem
As we have introduced some additional features and elements to the Global Search results page, we lost some visual alignment on the page.

Proposal
Add some padding to the main search form (search field & group/project filters) to keep this aligned with the content below.
Included with this change is the addition of a background color for the form area of $gray-10.

Note: with this, the page title is not aligned, though that is intentional since this is how the page title is handled across the product and we want to keep this consistent.
