Change GitLab.com for Jira Cloud app name

With releasing the app for self-managed users, we can change the name:

- GitLab.com for Jira Cloud app
+ GitLab for Jira Cloud app

This has to be done on

  • The Atlassian marketplace.
  • The GitLab project and documentation.

This is part of rolling out the jira_connect_oauth_self_managed feature
