Let namespace admins set sub-group CI Minute Limits in UI

Problem

For admins of large namespaces with many groups/sub-groups configuring a CI Minute limit for each project is cumbersome and time consuming. Because projects are often grouped into groups by type it makes sense to have them all get the same limit so no single project can consume all the CI Minute Limit for the group.

Proposal

• Create UI/API to set a CI Minute Limit within a sub-group
• This limit should not exceed the license/additional purchased minute quota
• apply that limit to all projects within the sub-group, those projects are then listed/edited individually.
• New sub-group limits override any existing project limit
