Send alert notifications to specific email addresses

Problem to Solve
Not all teams are on-call 24/7, but still want to be notified when there is an alert so they can quickly troubleshoot and make a fix. Additionally, not everyone that needs to be notified is an Ultimate or has Owner/Maintainer permissions.
In GitLab today, Owners and Maintainers have the option to receive a single email notification for new alerts.

Proposal
Send emails to a specific email, that is independent of a specific GitLab license. For example, email a Microsoft Team Chanel e.g. customer-id.customer.onmicrosoft.com@amer.teams.ms.
Current Workaround
As a workaround, the users is exploring/building a notification workflow. They may need to notify people who are not in our GitLab group or emails for distribution systems. Outlook email rules to forward is not a reliable solution since it needs a users Outlook to be open all the time.
User Priority: It is not the highest importance but it is important in order to build this long-term around GitLab.
