Add a description keyword to CI jobs. This field is used by job authors to describe the job in a paragraph or so. The description is rendered on the pipeline page, perhaps via a tooltip or on hover.

This allows job authors to communicate their intent to the people who are running the pipeline. Particularly useful for manually triggered jobs.
