Subgroup should only receive notification for their group only

I have an instance-wide labels that each subgroup can see/subscribe to. The problem is that now subteams are getting other subteams notifications. Any way to scope that they only receive notifications for their subgroup's issues? Or will they be forced to create inbox rules to delete other subgroup's issues notifications that use the same label. We want notifications ON. The trouble is, I created entire instance-wide labels. Then I onboard subgroups. The subgroups use the labels since they trickle down. Then they subscribe to the labels. Unfortunately, since they are instance-wide, the subgroups see OTHER subgroups issues too. So to get around this the engineers have to create inbox rules to delete the subgroups issue notifications that don't apply to their subgroup.
