[Feature] Convert internal note to a comment

Can we have an extra menu option allowing converting existing internal note to regular comment?

Use case

When investigating issues often I want to make some notes, but not to reveal them to others. Rather than keeping them in some file locally I prefer to make the notes in gitlab for specific issue I'm working at. That also avoids too much noise by posting regular comment whereas the investigation is in progress and I'm not sure how much info I want to share or if I want it to be shared at all.
