Automatically move inactive users to Guest users

Admins can now configure GitLab to automatically make dormant users Guest users across the GitLab instance or namespace. This is an additional option from the previously available option to deactivate these dormant users.
GitLab customers with Free Guest Users can use this to manage their billable users, without necessarily deactivating accounts.
