Add 1 Project Access Token as Standard Feature for Paid Trials

Background

Currently, trials do not have the ability to use project access tokens. This was decided in https://gitlab.com/gitlab-org/gitlab/-/issues/220220+

Adding it back in has been discussed internally here.

We want to add this functionality back in because it is difficult for customers to get the whole experience of the product without being able to see its integration capability.

Proposal

Add in ability for Premium and Ultimate trials to have ONE Project Access Token.

Each trial gets a max of one Project Access Token

There will be no configuration for this, it will come automatically with a trial.

No need to hide input box once one is created, just show an error saying that they cannot create another.
