Move Compliance Frameworks from settings to own menu item

Currently the Compliance Frameworks are controlled under Group / Projects settings. There are multiple clicks to get to setup compliance frameworks.

With the Security & Compliance main menu item, it would feel more natural to access frameworks from here. Especially with framework reporting looking to move there 🎨 Design: Manage Compliance Frameworks in the g... (#385303 - closed)
