Longer term vision for Monitor left-hand navigation items

We have introduced Observability at the group level, to contain Metrics, Error Tracking and other dashboards. However, that navigation item doesn't exist at the Project level. At the project level, the navigation item is called Monitor, and contains items that may not necessarily make sense under an Observability nav item (alerts, incidents, on-call schedules, escalation policies).

We should define a longer-term vision for the navigational structure at a group and project level so we can work towards it sooner rather than later, as navigational changes can be quite disruptive for people.
