There's an API to return instance-level apps: https://docs.gitlab.com/ee/api/applications.html

According to this discussion, We explicitly exclude User and Group scopes here.

Proposal

Consider the possibility of extracting group and user apps to instance admins, or group owners via the API if there's no security threat.
