API returns 403 response when there are no merge requests

Hi, we are trying to access the merge requests using V4 REST API.

We can get the project issues but whenever we try to get the merge_requests, we get 403 error.

A customer complained that they don't have any merge requests in the project, so we expect to get an empty array rather than an error. I guess that's how it works for the other entities.
