Allow users to disable Product Analytics features in their projects

Problem to solve
Some users do not intend to use Product Analytics in their projects and do not wish to view it when they interact with GitLab.
Proposal
Provide a way to disable Product Analytics under the Visibility, project features, permissions section of project settings. Default this value to on and allow users to toggle it to off.
- As much as is reasonable, follow the existing paradigms for feature enablement/disablement that other features in this section use.
When this setting is disabled, do not show Product Analytics related menu options or screens on the project.
