Documentation: Update Jira dev panel configuration table.

The table on https://docs.gitlab.com/ee/integration/jira/development_panel.html#configure-the-integration recommends using a workaround to install the GitLab for Jira app. Once the jira_connect_oauth_self_managed feature is enabled, we can recommend installing the app from the marketplace instead.
