Make top-level pages consistent

The top level pages under Use GitLab should all be standard. I think the standard should be an intro that ties some of the features together, followed by bullets that match the left nav.

We need to continually hone the left nav to ensure it makes logical sense, follows a workflow, and helps the user build a mental model.
