Allow group maintainers to view details about runners

Problem to solve
Only admins, group owners, and project maintainers can view runners for an instance, group, or project. This hides the details from other roles, like developers, who may need to see the runner name and tags to help investigate job failures and understand the configuration. More explanation below:

thanks for gathering feedback🙏 I understand that only group owners can see and modify GitLab runners. We would love if maintainers and developers would also be able to see runners and their config/tags without the ability to modify them. Our runners get created automatically via ArgoCD and we would like to see if new runners were successfully able to register with GitLab and how many are available/with which tags. Many thanks🍀

The user should be able to see read-only details of the runner.
Proposal
Allow group maintainers (group developers could gain access in a later iteration) to access the runner list and details in a similar way as admin auditors do today in EE.
Their view would look like these ones, which I took when signing up as auditor to our staging env, please note no "New runner" or "Edit" buttons are visible:
