Instance Custom project templates permission issue

Context

logined Users don't have permission on instance templates configured in a subgroup

Select group config:

• group, subgroup and all projects are on public
• users are neither in group nor in project member list

On users side, 0 Instance template

Expected

Users should have permission to project Instance templates
