Problem to solve

Users have key metrics they are interested in the current state of and how that compares to a target value. Information dense visualizations or tables make it difficult to quickly understand progress and current state.

Proposal

Introduce a gauge visualization for users to include in their dashboards. Gauge visualizations are a way to quickly visualize a metric's current value and how that sits relative to a target for the metric.

Requirements

1. Users are able to define a new visualization for a gauge.
   1. This visualization should allow the current value for the metric to be specified.
   2. This visualization should allow users to specify a minimum value for the range of the gauge.
   3. This visualization should allow users to specify a maximum value for the range of the gauge.
   4. The panel should allow users to specify the size of the panel on the dashboard.
   5. This visualization should allow users to specify a title to be displayed inside the gauge.
   6. This visualization should be specifiable in the same YAML file alongside other visualizations.
2. The visualization should be defined and fit in with existing dashboard and visualization schema as well as design principles used for other visualizations.
3. The visualization should support configuration options provided by [GitLab UI]( where possible.
