Cannot add minimal access when inviting a user to a group

Summary

According to the doc, a minimal access can be given when inviting a member to a group. However, there is no "minimal access" option when inviting a user. We can only add the "minimal access" after the invitation.

Also, we cannot add the "minimal access" in the "LDAP Sync" option.

Steps to reproduce

  1. Click "Invite members" in the group level.
  2. Select the role. There is no role called "minimal access".
  3. Change the role after the invitation. We can assign the "minimal access" role to the user at this moment.
