Ability to completely disable built-in wiki functionality

Proposal

Our corporate standards require the use confluence for wiki-style documentation for development projects. We defaulted wiki functionality within GitLab to 'off', but cannot prevent project owners from re-enabling this on a project-by-project basis. Nor can we default group-level wiki functionality to 'off'.

In order to prevent fragmentation of departmental documentation and retain our current access model, we'd like to see a feature flag or configuration option to allow us to disable wiki functionality completely
