Proposal

A customer requests the ability to promote a Jira issue to a full-fledged GitLab issue.

Use case

The customer's clients submit tickets through Jira Service Management; their developers work in GitLab. Integration would allow users to continue to submit tickets through Jira SM, and then for these issues to be converted ad-hoc to a GitLab issue to be worked by developers in GitLab, maintaining both workflows.

This may be related to #220969 (internal).
