Create an Analytics area in the project sidebar

Problem

Analytics features are currently scattered over a few areas of the project sidebar:

• Project overview: Cycle Analytics, Insights
• Repository: Charts
• CI/CD: Charts

This makes relevant analytics features hard to find. Some, like Cycle Analytics, are an ill fit for the area they're in. To help with discoverability and provide a clear place for analytics features at the project level, we should consider reorganizing the project sidebar navigation.

Proposal

Introduce a "Project Analytics" sidebar item at the project level. Move these features to be under this new item:

• Cycle Analytics (to be renamed "Value Stream" elsewhere)
• Insights
• Repository Analytics
• CI/CD Analytics
