Delete pipelines and artifacts for deleted branches

Option added that allows immediate deletion of artifacts after a branch is deleted.
Problem to solve
If "Keep artifacts from most recent successful jobs" is enabled, artifacts remain until the automatic deletion policy delete them. This allows for a time period where pipelines are successfully run, the branch is then deleted and the artifacts remain in the project taking space.
Proposal
The ability to configure an immediate deletion of artifacts even if "Keep artifacts from most recent successful jobs" is enabled.
