Merge train possible despite blocked merge

Problem to solve
Start merge train button is available for an MR that also says:
Merge blocked: pipeline must succeed. Push a commit that fixes the failure
In Merge checks, the Pipelines must succeed box is checked.
Merge requests can't be merged if the latest pipeline did not succeed or is still running.
Proposal
The Start merge train button should not appear when Merge blocked: pipeline must succeed is being shown correctly.
