Improve Geo documentation for GA

The geo documentation needs a number of improvements:

- [ ] combine omnibus and source documentation !3271 (closed)

- [ ] add gitlab-rake gitlab:geo:check to steps

• step order incorrect when configuring secondary
• clearly document caveats:
  • CI logs/artifacts ARE NOT included
  • Pages ARE NOT included
  • Wikis ARE included
