Serverless empty state is incorrect

When I install Knative and visit the Serverless page, it still tells me I need to install Knative.

We use to have an additional empty state that provided more information on how to view functions if Knative was installed. It seems like a regression that this is no longer appearing.

Previously it looked something like this:
