Display error tracking occurrences chart

Problem to solve

There is currently no easy way for users of our error tracking product to visualize how their system is doing in terms of errors (holistically). A user can filter by last seen and possibly in the future visualize individual error occurrences through the implementation of #38270 (closed) but that may not be enough to give users a quick glance into whether the errors are acceptable or not.

Proposal

I propose we add a chart to visualize similar to how firebase renders it. It would be interesting whether that should go into the metrics dashboard page (might confuse users/terms) or have it above the filter search bar for the error tracking list
