Package Registry - Allow more granular filtering by published date, multiple filters, and filtering by branch

The GitLab Package Registry does not provide the filtering abilities we need to find specific packages. We need to be able to apply multiple filters to drill down to specific packages based on date ranges for the published date as well as the specific branch associated with the packages.
