Create GitLab releases on public project

Problem

API Security is aligning it's versioning and release process to better match what GitLab and other analyzers do. This lowers the cognitive load on our users and allows them to make more informed decisions about upgrading. As part of this effort, releases are being made to the private API Security repository to test out our process. Once this process is stable, the releases must also be made on the public project, so our users can see the changelog entries.

Note: Existing releases do not need to be re-created on the public project. Only releases going forward.
