New tags might not respect the associated SHA of a pipeline

I think it's worth mentioning the behavior that if the specified tag doesn't exist in repository, a new tag will be created from the associated ref of the pipeline. In this case, associated SHA of the pipeline will not be respected and the tag always point the latest commit of the ref (Maybe this is something we should follow-up in the future).
