Add development seed data for Release

Problem to solve

Add additional seeds in for Release functionality.

We are doing a lot of work in these areas but there is no seed data, so developers need to manually create entries. API calls must be made with curl to create sample Releases.

• Parker (Product Manager)
• Delaney (Development Team Lead)
• Sasha (Software Developer)
• Presley (Product Designer)

Further details

If we create some very simple examples, it will have the benefit of making easy to view these pages with content. We should stick to 1-2 simple examples so we don't create a seed maintenance overhead.
