FOSS_ONLY=1 yarn eslint fails

When running FOSS_ONLY=1 yarn eslint, ESLint also runs on files in ee/—which fails. There is probably no way to resolve this via ESLint configuration in YAML. If we use a JavaScript module for the configuration instead, we can use the existing config/helpers/is_ee_env.js.
