Add cost to epics

Problem

It’s difficult to understand which epics to prioritize. One of the primary inputs into prioritization is cost. We should make it easy to surface the cost associated with the completion of an epic.

Proposal

Let’s add a field for people to enter the cost associated with building an epic. As a MVC it can be a raw dollar amount. When changed a system note is generated.
