Flag when requirements job is using legacy requirement IIDs
backend part of #387724 (closed).
Users should be advised if their requirements_confirmation job is using the outdated Requirement format.
Once both kinds of IIDs are supported in all the relevant places, users can be guided to the relevant documentation. This could be a warning symbol on the UI or similar.
