Enable URL masking for system hooks

System hooks (webhooks on the instance level) currently use a different form from project / group hooks. This leads to different functionality (new webhooks masking feature is only available for the project / group form, the triggers are different as well).

We should investigate (both frontend and backend) and see if a single shared form will work for all and if it doesn't, what we need to implement to make it work.
