FE: Add existing child within work items MVC

Summary

Using the new work items framework, we want to allow users to add an existing child record to another record. In this first MVC iteration, we will allow the search of existing records using title.

Future iterations

Please see the parent epic for discussion on how we can enable searching for existing records using other approaches like ids and url.
