Zero downtime reindexing should pause only the indexes specified

Problem

#323293 (closed) added the ability to specify a single index to reindex when using the Zero downtime reindexing feature. Currently, indexing is paused for ALL document types even if only one document type was specified.

Solution

When performing a reindex, only documents flowing into the indexes specified should be paused. All other indexing should continue. This change would reduce the impact to customers.
