Add TriggerableHooks module to ServiceHook model

The TriggerableHooks module is included in all models inherited from WebHook except ServiceHook.

The module makes it easy and performant to scope for hooks and select active hooks.

Proposal

Add TriggerableHooks to WebHook and remove it from all subclasses.
