Make group runners more discoverable for a project

Details

Group runners are difficult to find in the Project Runner section (in settings) because there can be a lot of shared runners that cause the user to scroll down to see group runners that are available. Although we are adding pagination to the shared runners, group runners may still be difficult to discover through scrolling.

Proposal

Move group runners to the left column, below project runners.
