Move the previous and next buttons in the changes tab in File browser: List View within merge requests to the top instead of the bottom

Problem to solve

When reviewing merge requests, going through the changed files in list view can get quite annoying due to the previous and next buttons at the bottom always moving around depending on the size of the file. Especially if the changed file is long, having the scroll down to the bottom of the page each time can get quite annoying to do.

Proposal

Move the previous and next buttons to the top of the file so that its position isn't unpredictable depending on the size of the file.
