Add tooltip to the infrastructure dashboard

The user has no visibility on the metrics we collect when he or she opens the environment tab (Infrastructure dashboard),

When the user selects a metric in the drop down we should display the value of the metric when hovering over a pod, The metric value should appear only when the metric selected on the drop down
