Add link explaining LocalStorage

When localStorage is disabled/full/not available, we have some features that do not work. e.g. Autosave, Recent searches, and some other things.

For recent search dropdowns we currently show some explainer text if local storage is not available. But people may not know what this means, or what they can do about it.

We should add a section to docs explaining localStorage, possible reasons it might be disabled, and some troubleshooting steps. Then disabled UI components can link to these docs.
