Update Geo Settings redirection message to milestone 13.0

Summary

This is a follow up on a mistake made in !19833 (merged)

Currently we are redirecting users from Admin -> Settings -> Geo TO Admin -> Geo -> Settings

The info message says as of 12.7 we will be removing this redirect, however, based on comments made farther down in #31938 (closed), it was supposed to be there until 13.0
