Add RssMonitor with fixed memory budget as backward compatibility monitor for Watchdog

We want to add RssMemoryGrowth monitor for Puma. This monitor should rely on fixed memory limit, and provide backward compatibility with PumaMemoryKiller and puma_per_worker_max_memory_mb which is maybe configured by our self-managed customers.
