Open mirror settings to every instance with good default params

We now have clients requesting the ability to control the refresh rate of a mirroring. This can be achieved by changing the mirror application settings for the specific instance.

Right now these values are only available for change in Gitlab.com

We should try and find good optimal values (preferably based on the number of workers and the number of mirrors the instance has).
