Experiment with community forks?

We have a number of issues because wider community members develop against a fork rather than the upstream project (for example, running out of CI minutes).

Could we have a fork of the GitLab project which we can grant the wider community developer access to?

Or perhaps a mechanic for spinning up forks inside a GitLab namespace (either on a feature by feature or contributor by contributor basis).
